Navigating the NDIS can be overwhelming. Many people with disability, as well as their families and carers, have expressed frustration at how confusing and difficult the system can be. This was a key finding from the recent NDIS Review, which highlighted the need for clearer, more supportive guidance when accessing services.
To address this, the NDIA is developing a new idea known as the Navigator service.
What Is the Navigator Service?
Note: The Navigator service is currently being explored by the NDIA and is not yet a formal or operational program. Angels on Wheels is not affiliated with the NDIA’s Navigator pilot but supports the direction toward more accessible, participant-focused services.
The Navigator service is being designed to help people with disability feel more confident and supported when accessing the services they need. People who work in this service will be known as Navigators.
A Sydney Disability Navigator would:
- Help people find, connect, and organise supports they may need
- Support individuals to build confidence in navigating the NDIS and other mainstream services
- Offer personalised guidance through an otherwise complex system
Who Can Help Shape the Navigator Service?
The NDIA is inviting feedback to help design what the Navigator service should look like. They want to hear from people who:
- Are NDIS participants
- Are Plan Nominees or Child Representatives
- Use services like:
- Support Coordination (SC)
- Local Area Coordination (LAC)
- Early Childhood (EC) Partners
- Remote Community Connectors
They’re especially keen to hear from people in rural, regional or remote areas, First Nations communities, and parents or caregivers of children under 9 on the NDIS.

Why Navigators Could Be Valuable for People in Sydney
For participants in Sydney, having a local Disability Navigator could make a real difference. These professionals could serve as knowledgeable guides who understand the local service landscape and how to access supports effectively. This would benefit:
- New NDIS participants starting their journey
- Families juggling multiple service providers
- Individuals transitioning between age groups or support categories
Final Thoughts
The proposed Sydney Disability Navigator is a step in the right direction for making the NDIS more user-friendly and supportive. With participant voices helping to shape the design, this service has the potential to bridge gaps and improve outcomes.
While Angels on Wheels is not part of the official Navigator pilot, we are a registered NDIS provider committed to helping you find the support you need to live independently, confidently, and well.
