Understanding the new planning framework

The Australian disability support system is introducing a new planning framework that aims to make support plans clearer, fairer and easier for participants to use.

The changes are designed to improve how support needs are understood and to make the planning process more consistent for everyone.

Why a new planning approach is being introduced

Many participants and families previously shared feedback that planning decisions could feel inconsistent or difficult to understand.

The new framework focuses more on understanding a person’s support needs through structured conversations and clearer planning rules.

What a support needs assessment involves

The updated planning process will include a support needs assessment.

This is a guided conversation with a trained assessor who works with the participant to understand their daily support needs, goals and challenges.

The information gathered helps create a support plan that better reflects the person’s real situation.

When these changes will begin

The new planning approach is expected to begin gradually from mid 2026. Only a small number of participants will start using the new system first.

For most people, current plans will continue as normal until they move to the new planning approach.

What this means for participants

The goal of the new framework is to create plans that are easier to understand and more flexible to use.

It also aims to reduce the amount of paperwork needed during the planning process while making decisions more consistent.
